Elspeth D. Paul, Esq.
Elspeth D. Paul is the General Counsel of Verity Health System, a nonprofit integrated healthcare delivery network which owns and operates six hospitals and employs over 7,500 people in California.
Ms. Paul’s primary focus is in healthcare business transactions and healthcare strategy and growth. Her work has included purchases and sales of healthcare businesses and medical practices; hospital-physician contracting; structuring and advising professional corporations, 1206(l) foundations and 1206(d) clinics; structuring joint ventures and other hospital-physician organizations; structuring risk sharing arrangements; structuring and advising accountable care organizations and other clinically integrated networks; overseeing managed care contracting; managing a limited Knox-Keene health plan and other risk bearing organizational structures; developing management services organizations; and implementing various physician compensation structures, such as pay-for-performance. Ms. Paul advises her clients in compliance matters, including the Stark law and state self-referral laws, federal and state anti-kickback laws, HIPAA and California privacy laws, nonprofit requirements and corporate practice of medicine.
Ms. Paul is a past President of the California Society for Healthcare Attorneys and has served on numerous non-profit boards, including the Health Resources Association, a subsidiary of USC.
Elspeth Paul received her J.D. from U.C. Berkeley School of Law and her bachelor’s degree in English and American Literature from Brandeis University, graduating summa cum laude, Phi Beta Kappa, with a minor in Law, Medicine and Ethics.
